In my state, its when I fear death or grave bodily harm, or oddly enough, if the attacker is wielding a knife within 21 feet. In NC we don’t have a legal right to employ deadly force to defend property, which I find annoying- we spend a lot of our lives accumulating property and in my opinion, a thief is actually stealing part of your life. In any case I’ll put my faith in the Almighty and the 1911- I’ll get the phone out after its over.
First off....I’m not getting beat up by anybody. You lay one finger on me and you’re dead. I’ll be packing a 38 hammerless Smith and Wesson in my jacket. Maybe two.....licence or no licence.
According to DOJ crime statistics, guns are used 2.5-million times per year to prevent robberies, rapes, murders, carjackings, home-invasions, etc., 99% of the time without a shot being fired.
Retain council BEFORE you have to pull your gun. A small retainer will stop all questioning of you except your name and your carry license. Keep your mouth shut except to identify yourself and say your lawyer said not to say anything without him there.
Also be the first to call the cops. The first person to call 9-1-1 is the victim.
First of all, you will probably already know a riot is imminent. I actually think the shopowners will be the ones with the guns, but not until a few places burn will they come out. You still get a riot, it just doesn’t spread quite as far.
Look there’s a reason there have been no unstopped riots after sporting events here in Texas. I have been in 3 major cities here HOU, SAT & DFW in major areas with lots of people of mixed races immediately after winning & losing major events. There’s been some trouble now & then with individual small groups. But no rioting as in other states.
Recently with the influx of outsiders moving here. My husband has had an occasion to warn rowdy or rude young men of various sorts that this is Texas and you don’t want to treat people that way because you never know who’s carrying a gun. You see their demeanor change when that realization hits them. Not in a threatening just a warning only once has he had to say more.
Just knowing people will defend themselves usually will deter actions. My father was a cop he told me you don’t want to specifically draw attention to yourself but always be alert & ready to protect yourself & others. Your mind is your best weapon.
As they say, you want to create space. Anyone inside that space should be considered there to do you harm. From that point on it’s tactical not legal.
Learn to use reflecting surfaces to monitor what's around you. Know potential hostiles are heading for the door BEFORE they come in.
Identify defensible points in a building when you walk in. Corners, secondary exits/escape routes.
Stay out of windows.
No heroes -- if the mob is flowing past, let it flow. If the looters are looking for merchandise, don't stand in their way. If someone just wants a wallet, they can have it.
One chance -- "Please leave me alone." There. I asked nice. Warning shots are what the SECOND person to go down hears -- just before he goes down.
No "brandishing" or "showing" with a mob. A hostile should see the gun less than a second before it sees the muzzle flash.
That being said, if you are smart enough to get in a defensible position -- have the weapon out but down. You can't outdraw someone charging or pointing a weapon at you.
Once you've pulled the trigger, it's carved in stone. Anyone else reacts by moving TOWARD you is a threat.
Never stop with an empty mag. Even if the threat seems to be over -- reload.

But it won’t be the Rangers that they will have to worry about. CCL adds just the right level of uncertainty to a criminal’s limited thinking - “do I feel lucky?”
Obviously everything varies by state. Jurisdictions (most recently Pennsylvania) which have a “castle law” typically extend protection (both criminal and civil) to citizens on the street who reasonably fear for their lives.
#1: You need to remove yourself from the vicinity of smash and grab looters at the convenience store. Unless you were directly violently threatened with bodily harm, you cannot draw or brandish your firearm. You cannot 'stand your ground' when the property you're standing on is not *your* ground.
#2: This riot scenario of yours brings questions: Are you in your own vehicle? A car is considered a 'domicile' in my state and you can defend your wheeled castle from being attacked violent thugs: They're not attacking your chariot, they're attacking you personally. You would be justified in preventing someone from committing a violent crime -- Arson, in this case -- if you encounter someone throwing Molotov cocktails even if they're not directly attacking you. If they're attacking what you believe to be an occupied structure with firebombs, you'd be justified in shooting them until they stop. You could also launch missiles at those whom you see committing Mayhem and Great Bodily Harm to persons, but not simple Assault/Battery. Other than these cases, you'd best be leaving the area if the brigands are running through the street smashing shop windows and overturning vending machines.
If anyone showed up with a Molotov cocktail the .22-250 loaded to ludicrous velocity with Hornady Vmax 155 grain ballistic tip bullets that explode on target contact into nothing but bits of energy annihilating what they hit and the bullet itself, would be employed out to accurate ranges within and beyond 300 meters with minute of angle accuracy to shoot the flaming cocktails out of the hands of the rioter, instantly becoming a vaporized air-burst weapon of mass destruction against the very person carrying it with only a flaming streaker and broken glass left around. It would look something similar to this:
