Upon Governor Beverly Perdue’s declaration of a State Of Emergency on September 1, 2010 Dove Hunters, Concealed Carry Handgun Licensees, Target Shooters and all other gunowners cannot possess, transport or use firearms off their personal property as per N.C. Gen. Stat. § 14-288.7

Of course there should be no state of emergency.

We have had innumerable hurricanes in my lifetime and never declared a state of emergency until this idiot came along.

The local authorities have the power to tell people they must evacuate.

They do, and the rest of us go on as we always have.

She is another progressive idiot that thinks the government has to manage our lives.

Frankly, I was quite surprised by the State of Emergency. I went online to see what all the fuss was about...and still can’t figure it out.

Little miss can’t be wrong in Louisiana didn’t help any. There should not be a state of emergency until there is one. Preparation and information should be all the citizens need.

Seems to me the Second Amendment followed somewhat closely behind the Revolution, widely known as a time of great peace and leisure for the citizens of the fledgling republic. It is hard to imagine that anyone would have security concerns of such import so as to require such a strongly-worded guarantee of rights.

They must not have anticipated anything so violent as a flood or hurricane.

Things must have been so much simpler and easier then!

Example.

A gas main breaks in Randelman.

What happens? The cops block of 5 blocks or whatever and allow no one in.

They make those who are in that 5 block area evacuate.

The rest of the state go on as usual.

Now stinky Purdue would declare an emergency and shut down the state.

The hurricane is not even forecast to hit the state other than the outer banks.

Look at the forecast for Elizabeth City, for instance:

Thursday Night
Cloudy with scattered showers. Very windy with lows in the lower 70s. Northeast winds 25 to 30 mph with gusts to 45 mph...becoming north 30 to 40 mph with gusts to 60 mph after midnight. Chance of rain 50 percent.

Is that a reason to declare an emergency state wide?

During an emergency is precisely when your 2A rights, and your natural rights of self-defense, are the most valuable.

For NC to attempt to usurp these right is insane.

You're welcome. I see that Virginia has now declared a state of emergency...and from what I see, it looks like the following was added in 2006:
§ 44-146.15. Construction of chapter. —
Nothing in this chapter is to be construed to:
[...]
(3) Empower the Governor, any political subdivision, or any other governmental authority to in any way limit the rights of the people to keep and bear arms as guaranteed by Article I, Section 13 of the Constitution of Virginia or the Second Amendment of the Constitution of the United States, including the lawful possession, sale, or transfer of firearms except to the extent necessary to ensure public safety in any place or facility designated or used by the Governor, any political subdivision of the Commonwealth or any other governmental entity as an emergency shelter or for the purpose of sheltering persons; [...]

Are Concealed Carry permit holders exempted by this? (b) This section does not apply to persons exempted from the provisions of G.S. 14‑269 with respect to any activities lawfully engaged in while carrying out their duties. 14‑269. Carrying concealed weapons. (a) It shall be unlawful for any person willfully and intentionally to carry concealed about his person any bowie knife, dirk, dagger, slung shot, loaded cane, metallic knuckles, razor, shurikin, stun gun, or other deadly weapon of like kind, except when the person is on the person's own premises. (a1) It shall be unlawful for any person willfully and intentionally to carry concealed about his person any pistol or gun except in the following circumstances: (1) The person is on the person's own premises. (2) The deadly weapon is a handgun, and the person has a concealed handgun permit issued in accordance with Article 54B of this Chapter or considered valid under G.S. 14‑415.24.
