I happily went to their office with my nice original Hospital birth certificate, little footprints, gold seal and all, and they laughed.
Told me I’d have to sent to Pennsylvania for an ‘official’ BC to get my passport.

I guess someone needs to tell all the local passport offices so we won’t have to go through the bother and expense of sending away for them.
Along the same train of thought, reporting that such and such a person NEVER even registered at a certain hospital may not involve violation.
Back in 1961, I do believe women stayed in hospital for much longer periods than today after a birth delivery.
Another thought, follow the money. Was she under 18 and used her mom’s insurance coverage to pay for the delivery? Or was it a county deal? Insurance company rules/laws may apply differently.
IF you were capable of actually, you know, like, actually finding the State Department’s web site, you would know that you still have go though just as much bother to get a “Statement of No Record” and that this document is a requirement for getting a passport without a Birth Certificate.
You might even learn something, though I’m beginning to think about considering the slight possibility that maybe you’ve stopped learning.
For instance, if you were late for a dinner date, and you date called up all the local hospital to inquire whether you (your name) was in the system from a car wreck, the nursing supervisor is allowed to tell you yes or no, even a bit more.
Likewise, if a reporter called up the hospitals asking for summary of a person's status regarding a "newsworthy" case then release of general info is also allowed.
