United Nations The first priority is to evaluate the impact of the Martian eating people and determine if countries are REALLY affected by these Martians, because we dont know them very well and dont want to establish bad relations. This process will take time, funding, and committees to come to a global consensus on this very important issue. The second priority is to understand the complexity of their desire, do they eat people because of Martian Politics or due to their hatred of Earthlings. Again, rather than make a mistake, its better to study this more important issue to understand it and come to a global consensus. The third phase would be to send a diplomatic committee to Mars, comprised of the worlds governments, to try to establish relations and a better understanding of these new Earthlings. This requires a substantial worldwide investment, but be assured it is the most effective method. Next, we need to meet for a few years to understand all of the information gathered and to determine what course of action needs to be taken. This again takes funding, but due to the importance and urgency of this issue, its worth it.

Nah, the first move would be a discreet inquiry as to how well-connected UN diplomats can make small investments in businesses with contracts from the Food-for-Peace program run by a new UN directorate.
