Repeating a verse out of context, and slightly inaccurately (1 John 2:23) suffices nothing. Again, one cannot reject (deny) what one does not know, and one does not know without baptism.

Small correction: They weren't Roman citizens (as the Apostle Paul was), they were subjects. They did not have full rights as citizens. For example Jesus was put to death by crucifixion because he did not have citizenship, while Paul was allowed to be beheaded because he was a citizen. Your point remains, however. Even as mere subjects, they still were not crossing illegally from one country to another.
