A solicitation on the Department of Defense's Small Business Innovation Research web site is looking for a smart company to develop biodegradable ammunition. The military would like to see projectile cartridges—which are rarely all cleaned up after a live-fire exercise—made out of biodegradable plastic. Following last month’s catastrophic flooding in large parts of Louisiana, the organization that creates safety and technical standards for firearm ammunition published guidelines for salvaging wet ammo. The rumor is circulating that new federal regulations / reclassification of Wetted Nitrocellulose by ATF will put an end to domestic smokeless powder production in the U.S. This is both true and not true. The BATFE proposed a new regulation for the storage, transportation and documentation of “wetted nitrocellulose,” which is a precursor for manufacture of smokeless powder. There were some panicked posts earlier this week in some other firearms-focused sites which claimed the ATF had redefined wetted nitrocellulose as a high explosive, and that this redefinition would dramatically affect the availability and cost of ammunition.

As reported on Ammoland, a sudden ATF rule change promulgated entirely without warning in a newsletter has reclassified a critical component of smokeless powder as a “high explosive”. Sonya Harper, D-Chicago, represents some of the most crime-ridden communities, including Englewood and the Back of the Yards neighborhood.
