Washington, DC -(AmmoLand.com)- In an Explosives Industry Newsletter issued in June 2016, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) reclassified wetted nitrocellulose containing greater than 12.6 percent nitrogen as a high explosive under the federal explosives laws.

Another stroke of the pen infringement on the Second Amendment.
It's been known since the 1860s to be highly flammable. Did not know it's explosive. My understanding was that it deflagrates but does not detonate.
Maybe powderized nitrocellulose, somewhat like a dust explosion.

ATF declared flash powder to be a high explosive (it’s not) and later declared sugar-potassium nitrate amateur rocket fuel an explosive. It’s not.
They can declare anything they want.
This is going to really change the commercial ammo scene! The other shoe will be double base powder.

Smokeless powder is not an explosive. This is all about restricting access.
correct. Smokeless powder is a PROPELLANT not an explosive.
I couldn't tell from the article if smokeless powders were also wetted for safer shipping and storage in bulk quantities.
Smokeless Powder is absolutely an Explosive.
It is only classified as a propellant, but will detonate with a powerful enough detonator.
Bullseye, a double base powder, contains approx. 60% nitrocellulose and 40%NITROGLYCERINE.
So don't fool yourself into thinking that smokeless powders cannot detonate.
Even single base powders, containing no nitroglycerine, can detonate.
