Actually, they can be from the same state. The restriction is that in the Electoral College, a state cannot vote for someone from their own state for both President and VP. So in an election, if both Harris and Newsome ran on the same ticket, the electors from California could vote for Harris or Newsome, but not for both. With a state with a large number of electors like California, that could result in the President and VP being from different parties. But in the case of an appointment, there is no Constitutional restriction.
They can be from the same state since no election is involved. The Constitution says that electoral college electors cannot vote for two candidates that are both from their state. So, even if both candidates were from the same state, only the electoral votes from that particular state would be involved.

Some Democrats, tried to block Gerald Ford’s appointment as Vice President so that in the absence of a Vice President, Carl Albert, the Speaker of the House, would have been first in line for the Presidential succession. Then when Nixon left office, Carl Albert would have become President automatically.
I would add that Collins choice would be between either being a VP for 3 years or a Senator for another 5. Basically, does she prefer being a historical footnote or having some actual power. I could see her going either way.

You arae correct, there must be a majority of senators to confirm. If the GOP closes ranks and refuse to confirm a VP, then the destruction of our country will not go forward. But, alas, Romney, Lindsey, Murkowski, et al, will graciously reach across the aisle and confirm Harris’ appointee, and again the feckless reckless GOP betrays us.
