<p>THERE ARE many solutions to the problems that plague civic participation in Boston, and the City Council has come up with one of them: Democracy Day.</p>
<p>Determined to reverse worsening voter trends and salvage waning civic traditions, the City Council recently passed legislation declaring Nov. 5 Democracy Day, an innovative public policy strategy that, if taken seriously, may prove to be ameliorative.</p>
