Cuba and the United States announced Friday they have struck a deal to re-establish direct mail service, which was cut in 1963 at the height of Cold War tensions. Both countries said that they would launch a pilot program to test direct service. They gave no date for the permanent resumption of service, but indicated that it would not be imminent, saying that technical, operational and safety aspects remained under discussion. The announcement came six days before the anniversary of the announcement by Presidents Barack Obama and Raul Castro that they were re-establishing diplomatic relations. The Obama administration has been...

President Obama officially removed Cuba from the State Department's list of state sponsors of terrorism, the White House announced. The president submitted a statement to Congress that read, "I hereby certify, with respect to the rescission of the determination of March 1, 1982, regarding Cuba that: (i) the Government of Cuba has not provided any support for international terrorism during the preceding 6-month period; and (ii) the Government of Cuba has provided assurances that it will not support acts of international terrorism in the future."(continued)

The jubilation that greeted the announcement of U.S.-Cuban détente two months ago has faded to resignation for many Cubans who are realizing they’re at the start of a long process unlikely to ease their daily struggles anytime soon. Dreams of U.S. products flooding Havana stores and easy visits to family members in Florida have dissipated, in part because of a coordinated campaign by Cuban state media and officials to lower expectations and remind people that the main planks of the half-century-old U.S. trade embargo remain in place. As Cuban officials head to Washington for a second round of talks on...

North America has an “enormous interest” in building diplomatic relationships with Cuba, Secretary of State John Kerry said Saturday during a weekend meeting with his counterparts from Canada and Mexico. “This is an effort we believe offers the best opportunity for the people of Cuba to improve their lives and to take part in the choices about their lives,” Kerry said during a news conference at Boston’s Faneuil Hall. A high-level U.S. delegation held two days of talks with Cuban officials in Havana last week for the first time in decades. In December, President Barack Obama announced plans to restore...

A senior Cuban official said Tuesday that restoring diplomatic ties with the United States won’t immediately lead to a full relationship between the Cold War foes after a half-century of enmity. The message appeared designed to lower expectations a day before the arrival of the highest-level U.S. delegation to Cuba in decades and just before President Barack Obama made his case in the State of the Union Address for seizing the opening with Cuba by ending the U.S. trade embargo of the island. […] The Havana talks start Wednesday morning. But the high-ranking Cuban diplomat said Tuesday: “Cuba isn’t normalizing...
