Kerry offers up an Iraq plan, but it is secret. Kerry said he has a plan that is so good that American troop will be leaving Iraq and will be replaced by French and German troop lead by the U.N. Unfortunately, Kerry is worried that President Bush might use his plan and improve his chances for re-election; therefore, the plan must remain secret.
