<p>Fewer cigarettes were sold last month in Illinois, but the first month of higher cigarette excise taxes generated $12 million more in state revenue than July 2001, the Illinois Department of Revenue reported.</p>
<p>Meanwhile, the department says it has referred to the Illinois attorney general's office five cases of Chicago-area retailers attempting to avoid the tax.</p>
