Jeff Cima led the Hawaii-based USS Chicago, a nuclear-powered Los Angeles-class fast-attack submarine, until Monday, when Navy officials said they had lost confidence in his ability to command and found him guilty of actions unbecoming of an officer, according to Navy spokesman Cmdr.
