Implementation dates vary - California, the largest state by population, won't begin issuing licenses...

JOHANNESBURG (AP) — South Africa's former president, Nelson Mandela, remains "quite ill" and unable to speak because of tubes that are keeping his lungs clear of fluid, though he is relaxed, his former wife told a South African newspaper. "He remains very sensitive to any germs, so he has to be kept literally sterile. The bedroom there (in his suburban Johannesburg home) is like an ICU ward," Winnie Madikizela-Mandela told the Sunday Independent. "He is 95 years old and it is difficult for him, because of all the tubes that are in his mouth to clear the (fluid from his)...

The Sinaloa cartel continues to use Chicago, IL and St. Louis, MO as distribution hubs in the Midwest as reported by Farrah Fazal for KSDK: "Sinaloa cartel members get drugs into the U.S. on ships in the Pacific Ocean, rafts across the Rio Grande River, semi trucks on highways and single engine planes across the Southwest border." The Mexican drug cartels move $50 billion in bulk product and bundled cash across the border each year, and have established supply lines, distribution networks and operational cells...

Terminally ill patients have been issued with special cards telling doctors not to place them on a 'care pathway' that would hasten the end of their lives. It comes after doctors warned that hospitals may be routinely withholding food and drink from very ill patients so they die quicker to cut costs and save on bed spaces. In response the anti-euthanasia charity Alert is distributing cards to patients to prevent this happening. The cards simply read: 'Please do not give me the Liverpool Care Pathway treatment without my informed consent or that of a relative.'

LA CROSSE, Wis (Reuters) - A day after Wisconsin held the largest round of recall elections in U.S. history, analysts parsing the bruising, expensive and inconclusive battles have a gloomy prediction for the rest of the country. Get used to it, the 2012 national election will be nasty. Politics, said Mordecai Lee, a governmental affairs professor at University of Wisconsin, Milwaukee, is now "a battle of inches, it is a battle that never ends, it is a battle to the death." Wisconsin's recalls, and the fight earlier this year over the union rights of public-sector workers that triggered them, have...

Americas: If anyone out there still thinks Venezuela is a democracy, the silence and secrecy of Hugo Chavez's long absence for an undisclosed ailment ends that idea. It's the act of a dictator. How about treating him like one? Photos of the Venezuelan strongman have shown him looking out of sorts for months — withering weight, reddening complexion, a broken knee, all of which had been dismissed by his secretive presidential ministry as nothing serious. Now that he's in a full-blown health crisis, convalescing in a Cuban hospital for the past 20 days, there's little doubt he's got bigger problems...

Everybody knows, as Sen. Dick Durbin keeps telling us, the credit card companies and big banks have a well-oiled lobbying machine on Capitol Hill fighting against a new law that gives the Federal Reserve the authority to set what price Visa, Mastercard and others get for debit and credit card purchases at retailers across the country. “I will tell you this: we are watching a lobbying effort on Capitol Hill the likes of which we’ve never seen. The banking industry and the credit card companies have so much money on the table,” Durbin griped Monday on CNBC. But hold on:...
