INDIAN RIVER COUNTY — A 45-year-old Vero Beach woman accused of having a sexual relationship with a boy since he was 8 years old was arrested Tuesday and held without bond at the Indian River County Jail. Elizabeth Filsell, 45, was arrested about 4:30 a.m. and charged with two counts of capital sexual battery on a child.
