A special commission took the FBI to the woodshed for significant flaws in the case of FBI agent Robert Hanssen, who was convicted of spying for Moscow for 22 years. Some say that was the worst intelligence disaster in U.S. history. The commission was chaired by former FBI and CIA Director William Webster, which, under the circumstances seems a little like asking the fox to guard the henhouse because Hanssen was spying while Webster was director.
