Leonel Hernandez was driving home from work in Mario, Va., one November morning when he saw a whirl of lights behind him. A Morristown police officer approached him after he stopped and asked for his documents. When Hernandez failed to produce proof of insurance, the officer confiscated his driver's license and arrested Hernandez, who spent three days in jail.
