VICE PRESIDENT AL GORE is one court decision away from a concession speech. After barely surviving Monday morning's U.S. Supreme Court decision, he suffered a body blow Monday afternoon when a Florida judge resoundingly dismissed his election contest. If the Florida Supreme Court turns down his appeal, he should quit the race. The U.S. Supreme Court's opinion was wise, unanimous and restrained. Unanimity was important, given the divisiveness of the issue.
