On the way home from work yesterday, talk show host Jay Severin did a show on a "just released" supreme court ruling saying that it was ok to keep prisoners in jail with aids separate from the general population. As a candidate for governor last year, Jesse Ventura assured Minnesotans that while they may have missed out on the first century of initiative and referendum - the first state to adopt them was South Dakota, in 1898 - they would be on board for the next one. ''Initiative and referendum give people the right to bring things before the general population that the Legislature cannot or will not,'' Ventura said. ''Government is supposed to ...

Who will pick up the health care tab? By Ellen Lutch Trager, 08/10/99 Math quiz: Each week, 10 people go to a restaurant. Only eight can pay, but each agrees to contribute a bit more to help cover the other two. A wealthy benefactor agrees to make up the difference for the restaurant owner. Every week, the number of guests increases by two people who order a meal that is 25 percent more expensive than the others. The eight who can pay refuse to pay more for the total bill than they did before. The owner continues to serve them, ...
