Direct subsidies would encourage the wrong people to have children for the wrong reasons.
A better answer would be to restrict immigration. This would put upward pressure on wages and downward pressure on housing, which together would encourage families and children. There was once a time when people could support a family with one income, and still afford to buy a home.

When Trump was in office she attacked him continuously and mercilessly for not building the wall when he was fighting all comers trying to get it built, while also fighting just to keep from being marched out of the building by an FBI coup d’etat. I lost a lot of respect for her.
In the nineties I worked in Saudi Arabia for a little over a year. That winter I was surprised to see heavy rain that lasted for days on end, all the streets were flooded and almost impassable. More rain than I had ever seen anywhere before or since.
They told me it was not that unusual.
Part of the problem was the fact that apparently the storm drains fill in with sand during the rest of the year.
The landscape itself was under water, you would not believe we were in a desert. Of course, once the rains stopped, as spring came on, the water sank into the sand and disappeared. That, and they got out there and cleared the storm drains which allowed the streets to clear.

So, 320,000 plus 486,000 migrants given “advanced” permission over the last year. So, 806,000 in addition to the hundreds of thousands simply walking across the border.
