CLEVELAND (AP) - Jeff Garcia's girlfriend, Playboy magazine's Playmate of the Year, was charged with assault in a bar fight last month with a woman the Cleveland Browns quarterback once dated. Garcia was out with girlfriend Carmella DeCesare when they were confronted Aug. 21 by Kristen Hine in a nightclub. DeCesare "launched" herself at Hine three times, Hine told police. Hine said that when she turned to leave DeCesare kicked her in the head. Hine, 32, of Cleveland, wasn't hurt but filed a police complaint accusing DeCesare (pictured, above) of assault, a first-degree misdemeanor.

CLEVELAND (AP) - A judge has overturned a $30 million medical malpractice award against a doctor and the now-defunct Mount Sinai Medical Center in the case of a 17-year-old whose brain was damaged at birth. Retired Judge Robert Lawther, presiding in a Cuyahoga County courtroom, threw out the award in a victory for Dr. Ronald Jordan and the former Cleveland hospital. Ohio's top elections official reversed course Friday and agreed to count ballots from most voters who show up at the wrong polling places on Election Day. CLEVELAND -- A new U.S. Census Bureau analysis shows that Cleveland experienced the highest poverty rate among American cities with populations of 250,000 or more. With an estimated 31.3 percent of its people in poverty, Cleveland topped the list for the first time in the four years that census officials have conducted the American Community Survey. Under-18 poverty was 46.9 percent. In 2000, the city's poverty rate of 24.3 percent ranked sixth nationally; by 2002, Cleveland ranked third, with 30.6 percent of its people in poverty.
