Fox News has learned that in the critical moments as first responding deputies were searching for an active shooter on the property of Marjory Stoneman Douglas high school, a commanding officer on scene apparently ordered some of the initial responders to “stage” and set up a “perimeter” outside -- instead of immediately ordering or allowing officers to rush in to neutralize the suspect, Nikolas Cruz.

MOSCOW — The U.N.’s World Health Organization on Tuesday approved a measure committing countries around the world to sharply raise excise taxes on cigarettes and other tobacco products, a key step to what critics warn will be a push for a global tax on tobacco. Meeting in Moscow this week, WHO delegates, representing 179 countries and about 90 percent of the world’s population, voted to move ahead on implementing a key part of the 2003 Framework Convention on Tobacco Control. On Wednesday morning two illegal immigrant teenagers from Guatemala escaped from a secure detention facility in Des Plaines, Illinois where they were being held pending their immigration hearings. A short time later the pair committed a carjacking in Des Plaines. By noon the pair had traveled across the state and where at a Wal-Mart in Moline, Illinois where they committed another carjacking this time of a 91 year old veteran who was unharmed. As the two escaped illegals exited the Wal-Mart parking lot they rammed another vehicle.
