Your situation will change quickly in just a few years. 700 MHz services, WiMax, and the new white space devices will push higher speeds out to rural areas, and the multitude of providers should mean that pricing is competitive.
Not quite sure how you arrived at the comment in your title. While net neutrality will stifle providers from charging for different services that could help with the cost of network build out, it is also a content-neutral regulation. They’re not legislating equal viewpoints - they’re legislating open access to all comers.
During World War II, Spam became a staple for Allied troops overseas. They introduced it to local residents, and it remains popular in many parts of the world where the troops were stationed.
I've never had it myself, but I have a friend from the Philippines who has Spam and eggs for breakfast on a pretty regular basis. The US military introduced it there, and it REALLY took hold.

They use Optical Scanners for hand filled out ballots in all the MN precincts.
It's beyond me why they don't use these everywhere. I have lived in a number of jurisdictions where they are used, and not only do they generate a verifiable paper trail, but they're pretty much idiot-proof and not prone to machine-related problems. (i.e. optical scanning is a proven technology, but if the scanner breaks, just count by hand.)
