In our small Texas town of about 20,000 I always vote early because it takes a second and there is never more than 1 or 2 people there. Not today, at our city hall where we vote all the booths are full and there is a line. The people working there told me that they were shocked and that in the last Presidential election on one day of early voting they had only 3 voters. Washington, October 11, 2000 -- The head of the Federal Emergency Management Agency (FEMA) announced today that President Clinton has authorized federal emergency funds for New York State to reimburse local governments for part of the cost involved in combating the mosquito-borne West Nile virus outbreak this summer.
