What Hurricane Katrina exposed was the psychological consequences of the welfare state. What we consider "normal" behavior in an emergency is behavior that is normal for people who have values and take the responsibility to pursue and protect them. People with values respond to a disaster by fighting against it and doing whatever it takes to overcome the difficulties they face. They don't sit around and complain that the government hasn't taken care of them. And they don't use the chaos of a disaster as an opportunity to prey on their fellow men.

Tried getting to FreeRepublic via URL "http://freerepublic.com" and got message "The file / cannot be found". I thought there was a Web site problem that was being fixed. When I typed in "http://freerepublic.com/index.htm" I got in OK. Anybody else have that problem?

Hurricane Jimena plowed across the Pacific with sustained winds of near 100 mph wind today, heading for a glancing blow on the Big Island of Hawaii with high wind, strong surf and heavy rain. The hurricane was less than 300 miles southeast of Hilo at 2 p.m. and moving westward about 20 mph, the National Weather Service said. <p>In expectation of dangerous surf conditions, Hawai'i County Civil Defense closed beaches in Puna and Ka'u last night, and police were monitoring conditions from Kumukahi Point to South Point. Those steps were taken after the Central Pacific Hurricane Center issued a hurricane watch for the island.</p>

I have a question for Freepers in the legal profession, haven't been able to find info in Internet... Congress gave President Bush authority to use military action, but failed to explicitly declare war. I believe that there will be legal consequences from this failure because a declaration of war carries with it special implications in terms of law. Can anyone give me the specifics?
