They want the increase to be believable. If it went from 1-3% to 30% even liberals wouldn't buy it. But people are willing to believe 10% these days. The Gaystapo's goal has always been to reach that 30% threshold.

Before this is over, California will be requiring in-class sexual experimentation with at least three different genders as a requirement for graduation. And it will be defended as no different than required labs in the sciences and (leftist only) service projects.
This will become a whole new specialty field for highly credentialed teachers, who will regard the abolition of inhibitions and sex therapy as their job.
