According to Fox, Bustamante's speech dealt only with Prop 54, and he wants to keep his concession speech separate.
Seems that between Gray and Bustamante, they're trying to stall Arnold, maybe knock him out of prime time in California? (It's rather later than prime time here in NC, LOL.) Arnold is so far honoring protocol, and giving the losers the stage to make their speeches, but this is getting absurd. Arnold should pick up the phone, and tell Busty he has five minutes to make his speech, or that he (Arnold) will make his. If they're speaking at the same time, the nets will follow the winner.
Fox, CNN, others are frantically tap-dancing, waiting for speeches. Sorta like NBC trying to kill time during a rain delay in a golf tournament.
I think the Dems are pissed about the previously-leaked plans to have an intro by Jay Leno, and "We're Not Gonna Take It" by Twisted Sister blaring at Arnold's grand entrance, and are trying to step on it. Petty.

I'm as sick as you are. They gave us the sip and the sup, looked at us like we were trash - after all, we were merely the people who worked our butts off to get voters into the polls - and then disregarded us as below their notice. They were too busy being mobile corpses.
I want a real party. I want to get together with people who cheer for the fact that the Republicans got together and kicked some major butt, who realize just how good it is to get Davis out of office. I want to be able to applaud without having someone sniff disdainfully at me for interrupting their precious nothingness.
And I want a grasshopper, a good Arnold speech, and bed. :)
