I'm listening to Peter Jennings, DirecTV out, he cut to a reporter and she didn't know she was on air she said some along these lines..."yeah, I'll be off around 8 , it looks like FOX NEWS has gone to normal programing" Peter Jennings was in Ottawa today. I was watching ABC and Tedd Koppel stated such, when they went to him over the phone for commentary.

The major problem with restarting them is if they can't do it right away (4 to 6 hrs), then they will have to wait until the xenon dead time passes. This takes about a day I think.
Xenon builds up when the reactor is shut down. It prevents the nuclear reaction from occurring. During operation, the reaction overcomes the production of xenon by "burning" it up as fast as it is produced. Once shut down, the xenon builds up and there is not enough reactivity ("ooomph") in the core to get a chain reaction started again.

Man, I thought being stuck on the subway would be bad - just saw Blizer (momentary change of scenery from FNC, will switch back directly) interview some woman on the street who was having her teeth drilled when the power went out! Dentist had to go to another office and manually finish the job by sunlight.
