She was a cast member of SNL in the early 80's... Has been in films like Reality Bytes, The Truth about Cats and Dogs, Mystery Men among others. Her Seinfeld appearance was in an episode where she played a standup comedienne with the same kinda outlook as Jerry Seinfeld, and he started dating her, because it was almost like dating himself, til Jerry dumped her and realized that he could be annoying.

"Who is Garafalo and what is she famous for?" I'm glad I'm not the only one who has no idea who she is! I saw her only once and that was on Fox & Friends when Brian Kilmeade tore her apart as an anti-American liberal. If she's supposed to be an entertainer of some sort, I was not impressed. Her hair looked dirty and not styled, no great clothes - if she walked in my front door right now I would not recognize her again. I long for the days when Hollywood had glamourous ladies who entertained.
