Modesto resident Bob DeMont took the California energy crisis real seriously. During the worst of the shortages, he cut power consumption at his home by 40 percent and has since gone on to install a $115,000 solar system on his roof.

..a plan to impose fees on all solar generation statewide. The proposed fees, which the state Public Utilities Commission is expected to vote on later this month, are intended to help cover the billions of dollars California spent trying to avoid rolling blackouts during the past few years.

That's why state regulators are looking at imposing between 2 cents and 5 cents per kilowatt hour in fees for anyone with an off-grid system, 5 cents a kilowatt is about half of what big users pay for electricity isn't it ? I don't have my PG&E bill in front of me but I think we pay about 13 cents for peak use and 9 cents for off peak here at home. I'll find out in the morning.

Are those who now switch to solar passing along their share of the burden to others? That's what an administrative law judge concluded recently and what state regulators will be deciding on in coming weeks. This is very telling - the guiding "principle" to these statists is that there should be no possible means of escape for anybody - in other words, bringing the Berlin Wall approach to a state government near you. We have already seen that mindset in many other guises - in the punitive regulations hastily enacted to punish corporations incorporating offshore, in the imposition of the Alternative Minimum Tax that each year ensnares more and more innocent taxpayers, etc. etc.

I'd have to find out whether that "off-grid system" wording is accurate - would it not apply to a grid-intertied system where the solar power is sold to the rest of the electrical system during the day and purchased from the grid overnight?
