That's why state regulators are looking at imposing between 2 cents and 5 cents per kilowatt hour in fees for anyone with an off-grid system,

5 cents a kilowatt is about half of what big users pay for electricity isn't it ? I don't have my PG&E bill in front of me but I think we pay about 13 cents for peak use and 9 cents for off peak here at home. I'll find out in the morning.

I'd have to find out whether that "off-grid system" wording is accurate - would it not apply to a grid-intertied system where the solar power is sold to the rest of the electrical system during the day and purchased from the grid overnight?
