We the people . . .

. . . don't know our U.S. history.

For decades, surveys have shown that Americans' grasp of the past is slipping, especially among the young: More than half of high-school seniors don't know who the United States fought against in World War II. Forty percent of college seniors from the top universities can't place the Civil War in the correct half-century.

Most of the rest of us aren't boasting, either. (Take a Veterans Day history quiz below, if you dare.)

The chairman of the National Endowment for the Humanities, Bruce Cole, politely dubs this ignorance "American amnesia." But he also believes it's a crisis

"We're in danger of having our future obscured by our ignorance of the past," Cole says during a phone interview. "Democracy has to be self-renewing, and the ideals and ideas have to be passed down from generation to generation. And so this is a very serious matter."

What's behind this historical illiteracy? Pulitzer Prize-winning author David McCullough believes it has to do, in part, with how teachers teach. History teachers generally aren't history majors, McCullough says in the July/August issue of Humanities. And if they're not excited about the subject, their students won't be either.

On the other hand, Cole sees a hunger for history among the public, in the popularity of documentaries such as The Civil War and McCullough's weighty bestseller John Adams.

"I don't think there's an easy explanation for [American amnesia]," says Cole. The chairman visited the University of Dallas last month to promote a new NEH history initiative called "We The People," prompted, he says, by the events of Sept. 11, 2001.

"I think there's even greater urgency in the study of American history after this awful attack on the country," Cole notes, "and that is, in order to defend ourselves, we have to know who we are."

As part of the initiative, the NEH will sponsor an annual Heroes of History lecture on Presidents Day in February (the first speaker remains undetermined) and name the winner of a nationwide high-school essay contest.

"We the People" also emphasizes grant money available for projects relating to U.S. history, though Congress has allocated no new funding for that purpose, according to NEH spokesperson Jim Turner.

What would the Founding Fathers think about a citizenry that isn't sure what the Constitution says? Cole recounts an anecdote about Benjamin Franklin, who was approached by a woman after he signed the historic document in 1787. She asked whether the country now had a republic or a monarchy.

Franklin's reply?

"A republic -- if you can keep it."

(Missed the first one. Guess I don't know the definition of marshall law.)

That would be martial law. Has to do with using the military to enforce law. I'm not sure how this would work here since we have a law specifically against using the military as a police force. I'm guessing the National Guard would be brought out like they did for civil rights problems, and during Vietnam.

I got 8/10! Didn't know Battle of the Bulge or Gulf of Tonkin Resolution. But I have finally learned when the Civil War occurred! If you take enough of these tests, apparently, you will remember.

Check you timeline, congressman. Hitler invaded the Soviet Union in June of 1941 and Hitler declared war on us in December of 1941. We were allies of a sort right from the very beginning. Sort of an 'enemy of my enemy is my friend' kind of thing. The answer is correct.

Kids learn American History at the dinner table, from their parents. Forget about the schools teaching them. Even if the schools teach them once, the kids forget as soon as the test is over.

Ah, Congressman, not quite true. That treaty was forfeited by the German attack against the USSR on 22 June, 1941. Operation Barbarossa was the largest land attack in human history, and by the time we entered the war against Germany (on 11 December, 1941, when Hitler declared war on the US in support of Japan) half of the Eastern portion of the USSR was under Nazi control. We started Lend-Lease to the Russians in the Summer of 1941.

9/10. But I'll challenge the idea that Yorktown was only George Washington. I thought there was a significant Civil War battle there as well, although it may have occurred before Grant moved to the east.

Confederate General Magruder held up General McClellan at Yorktown for several weeks during the Penninsula campaign of 1862. That must be what you're thinking of.

It was all written in a book, called the Lord's Vineyard, written by one of his great grandsons. However since that was taken from the diaries, guess it was just his word. However, there is quite a bit of historical documentation that my GGGGrandfather did start his own town, called the Lord's Vineyard. You can still find Latta wagon wheels for sale in antique stores. His home is part of a State Park in Arkansas.

Thank you for your correction. Writing from memory, I was sure that Operation Barbarossa came after Germany declared war on us (after we had declared war on its ally, Japan). I was wrong. It came before that. So the quiz answer to question 3 is correct.

Ne-VER-mind.
