Neil Cavuto just interviewed Mitchell E. Daniels, Jr., the director of the OMB, and Neil let it be known that he's hearing rumblings that Pres. Bush is considering a total re-write of the tax code and that SecTreas O'Neill is strongly pushing a national retail sales tax!

Yes the IRS is out of control and it just get's worse and worse every year. The IRS should be totally shut down.
I think the sales tax idea would work, but what is going to prevent the dems from raising the tax on items a little here and there and then before you know it the prices on goods are through the roof. They will say we need to raise taxes on goods to pay for some outrageously expensive money pit programs.

I'd love to have that pre-requisite. It's essentially going back to having property owners, the people that generate the funds that the government then takes and spends, decide who controls the purse.

It would certainly win Bush another four years in the White House and reelection for Republicans in congress. However, more important, replacing the graduated income tax with a NRST would set off a chain reaction of benefits:
- Boom the economy because productivity is not taxed; no tax on profits or hidden taxes/fees.
- IRS threats and coercion eliminated and replaced with, if you don't want to pay the tax, don't buy the item.
- 20% decrease in retail prices facilitates spending and partally offsets the retail tax.
- People will know how much leviathan government is really costing them, resulting in...
- Shrinking government to it's constitutional function to protect synonymous private-property rights and individual rights from domestic and foreign criminals while upholding the sanctity of private contracts.
- Freedom in United States leads to other countries doing similar or risk its citizens fleeing to United States to increase productivity here while enjoying the fruits/prosperity of their labor.

A "national retail sales tax" is not constitutional, neither is a "flat tax."
Actually, a National Retail Sales Tax is, by definition, an excise tax, which is specifically authorized under Article I, Section 8 of the Constitution and since it would be "uniform throughout the United States", it would further meet Constitutional muster.
As for a flat income tax, I agree that it is not really legal, just as the current progressive income tax is not really legal. But, since SCOTUS refuses to hear any arguments about the improper ratification of the 16th Amendment, the people are denied the chance to prove that neither the flat income tax nor the progressive (Marxist) income tax are legal. SCOTUS has effectively made both the flat income tax and the progressive (Marxist) income tax legal, by simply refusing to hear any ratification cases.
The only way to make any of them truly illegal is through another amendment to the Constitution. In the mean time, for all intents and purposes, they must all be treated as legal methods of taxation. As such, Congress may implement, change or revoke any of them, via legislation.

Unlike today where the government takes half your paycheck before you even see it, you will be aware of the sales tax every time you buy anything. And it lessens the capability to conduct class warfare: when the sales tax rate goes up or down, *everyone* pays more or less. Compare with the current system where the bottom half of income earners pay 4% of all income taxes, so they have virtually zero incentive to care about tax increases.

are you suggesting its better to let them continue to try to push income taxes higher instead? there is no limit to their appetite for tax revenues. and to anyone afraid of losing their home mortgage deduction, get your heads out of your butts. you think the buggers put the mortgage deduction into law out of the goodness of their hearts? anyone who wants to keep their home mortgage deduction is unamerican in their ideology.
