No, he's trying to say the electronic funds transfer for the several million wasn't approved. Evidently they couldn't get the routing number or something right, and now they want to mail a check.

It is not to hard to figure out what is going on.
The cops want to talk to the criminal. The Killer has two objectives from day one. First he must prove he can kill at will. Then he uses that killing power to demand the government to do what he wants. The pitch from the killer goes like this.I can kill at will. You can't stop me. If the government will do what I want. I will stop killing.
What the government tries to do is keep talking. They want to negotitate the killer down to some deal the state can do. Like in the Unabomber case the government got the newspapers to publish the Unabombers message. The Unabombers mom and brother recognized his writings and turned him in.
They hope to make some sort of deal with this killer. If they are talking to him, and negotiating about giving him what he wants the killer has no need to kill. That is enough for now. The killer is afraid of a phone they can trace. So he only talks for a half second at a time. They are trying to negotiate a way to talk to him so they can negotiate.
It is not too hard to figure out. Try paying attention.

Do these cops really think this person will communicate via computer or phone? No way!!! This person has escaped them so far and I doubt he/they will communicate by computer.

ROCKVILLE, Md.- A bus driver was shot to death Tuesday as he was about to set out on his morning route in what authorities fear was the 13th attack by the Washington-area sniper. Police also revealed a chilling warning found at a weekend shooting scene: "Your children are not safe anywhere at any time."
Montgomery County Police Chief Charles Moose issued a new plea to the killer, urging the gunman to continue a dialogue with investigators.
"It is important that we do this without anyone else getting hurt," Moose said.
In an evening news briefing, the police chief suggested authorities had been in repeated contact with the sniper.
"We have researched the options you stated and found that it is not possible electronically to comply in the manner that you requested," he said. "However, we remain open and ready to talk to you about the options you have mentioned."
He said the sniper is seeking an 800 telephone number to talk with authorities, and offered to set up a private post office box "or another secure method."
"You indicated that this is about more than violence," Moose said. "We are waiting to hear from you."
He refused to take questions from reporters.

I see Chief Moose as the LE spokesman, but with 20-30 FBI, ATF, and who knows what other people behind the doors telling him exactly what to do.
I was critical of him earlier, and I now regret that. I feel terribly sorry for him, because no matter how this turns out, his name will always be associated with these deaths.
But I am 99% sure he isn't writing what he is reading at these briefings.
