I don't know if this is domestic or foreign, but one thing that is for sure, it is terrorism.
Most of us are armed, and I think if this continues, more will be.

It says "former" as in retired, volunteer NCO's.
This would relieve any active duty participation whatsoever. Your shot is way off the mark.

you must realize that these will be citizens training and patroling and simply reporting and organizing efforts with local law enforcement.

We've had the discussion on the water Poohbah ... you're wrong aout Klamath and always will be as long as you maintain your attitude. The farmes paid the construction costs off and are still paying today, 100 years later. Nothing hand-out about that.Compare the price of water in a free market to the subsidized price the Klamath farmers get charged. There is a significant delta between the two.
Notice that this program is a volunteer work program. They have to put in 4 six hour shifts per week for six months before they own the weapons. I don't see that as a hand out ... let's see, that's 24 hours week in addition to their normal job. Times four weeks per month times six months. You do the math.
576 hours of standing around at $0.00 an hour (what 99.99% of the folks you're talking about would actually be worth when TSHTF) equals $0.00.
If your goal is to provide a ready source of weapons and radios to steal from dead or surprised volunteers, however, it's a fantastic program.
... don't volunteer.
I don't need government permission to look after myself and my family. I don't need a government handout to do so.

the best governor I can think of for this is Janklow in SD.
That's the man that made a statement very similat to the fact that:
"anyone who kills a terrorist in my state - will be granted an immediate pardon".

It wouldn't exactly be a government handout. 24 hours of service per week times 24 weeks is 576 hours per person. Even at the paltry sum of $5.00 per hour this would amount to $2,880.00 per person not paid out in cash. A good rifle and comm gear would be inadequate, but honorable compensation.
