The construction worker said they pulled up behind him (I presume with their headlights on) and he was backing up (I presume his back-up lights were in good working order). That's all the 'white light' that needed to be introduced for him to get a real good idea of the suspect's color.

Drive to a comparably lit parking garage in your area and test it out. With your headlights, back-up lights and the headlights of the driver behind you, you'll be able to tell color just fine.

Perhaps it is because it would be the second "big thing" (if you don't count the Anthrax!). I don't know, but there will be reaction around the country if this is shown to be terrorism -- and the reaction will not be small-scale. And I think that concerns the Administration, which obviously has many near-term plans of its own and wants badly for everything else everywhere to be calm when they launch.
