The Big Picture you describe makes a lot of sense to me!
My guess is that the LE, FBI, etc. won't discuss the possibility for fear of panicing the already jittery population!
They say; 'No group has claimed responsibility'....as if that was a requirement....there are thousands of AQ trained agents lurking among us who could undertake such a 'sniper campaign' on their own.

It's been a year since Black Tuesday. Would that the "paradigm" shifted a lot sooner. Like, perhaps, during the Iranian Hostage Crisis? How many to date would still be alive, had we done what was necessary then?
And some fools wring their hands about "pre-emption". The garden only becomes the harder to weed, if it is not tended to early and often.

worldwide, not just in our own backyards.
I'm just glad that I found FR. It, and all those who have different knowledge who post here, make analyzing such events MUCH easier than the so-called "journalists" of the major media.

Nobody knows a neighborhood like the folks who live in it, nobody wants to make that neighborhood more safe than the floks who live in it. No group or force is more capable of shutting down the sniper's ability to operate, then activated citizen patrols.
Knee jerk responses like last week's bojangles in baklavas with black machine guns, are ridiculous, stupid, wasting. And they can't be scaled up like citizen groups can ... that response was one of those 150% effort responses which are insustainable long term. And this is going to be long term, I am afraid. We'll be seeing a lot more ravens before the doves return.

Thank you for your service to our country. My husband and are are both vets also, and were in Germany in that timeframe. Well remember the terrorism drills, etc. We basically went on about our business and duties. My parents came over, despite the "threat of terrorism", and am glad they did, because it was a once in a lifetime experience for them.

Is something bigger going on while all those resources are involved with each murder? This/these sniper/snipers are operating within a limited time frame and most probably, neither has ever been associated with either vehicle until the past ten days."
This sure has a lot of resonance if one considers it an Iraqi move to tie down anti-terrorist forces while they move some hardware in the area, say by using non-white vehicles.

After 11 shootings and ten victims in the suburbs around Washington, DC, there is growing evidence that the culprits are foreign terrorists or Hispanic immigrants. Following the first shooting spree in Maryland, a BOLO (be-on-lookout) alert was issued to area law enforcement looking for two Hispanics, according to WorldNetDaily. Police sources have quietly cautioned, however, that a Hispanic-looking description could be interpreted as another non-white race such as Middle Eastern or Arab.
Eyewitness sightings have also given credence to the theory of multiple individuals with multiple vehicles, suggesting that these shootings are not the work of a lone, mentally disturbed gunman. The most compelling evidence, though, of a terror link comes from the al-Qaeda training videotapes and manuals captured in Afghanistan by U.S. forces, which reveal that al-Qaeda terrorists were specifically trained to carry out these type of random sniper attacks.
Unfortunately, political correctness has confused the public and hampered efforts to apprehend these killers. While police and investigators have been forthcoming with vehicle descriptions and ballistic information, they are failing to release racial profiles or composites. Certainly if the prime suspect(s) were white males, this information would have been broadcast on national news within hours of the first shootings. However, since the suspects are most likely non-whites, the fear of being branded racist by civil-rights groups, ethnic lobbies and the liberal media has cowered authorities into denying fearful residents of helpful information -- information which could lead to valuable tips.

Replace "best" with "easiest" and we'll agree. The perp(s) aren't what I'd call superior marksmen. All torso shots on a stationary target. At about 100 yds. With a .223 cal rifle. With that weapon, at that range, at that kind of target, my Mom (85) could hit every shot. It's the sniper's equivalant of the broad side of a red barn on a clear day. With no wind.
Absolutely, I can't believe how many people think this guy is some kind of Carlos Hathcock type of marksman. At that distance with a .223 with a telescope if you can't hit a beer can you are hopelessly inept. I could probably hit a man at that distance with my old .22 revolver.

While we are on the subject, I don't think the general public is aware that these cells have been active in Central and South America for many years. Cuba has also been helpful in working with them lately according to some threads I've read.
So it's not out of the question that the BOLO was correct.

Additionally, I think the Tarot card shooting is a red herring and possibly a copycat.
No. 1. The white box truck composite is reported to have come from eye-witness accounts, not surveillancve video tapes. It has never been reported that the composite is based on video tape(s). If there were such a tape(s) they would have published an image of it -- no reason on earth not to. And if they had such a video and it showed a license plate or other ID on a windshield or something, then they'd probably already have the driver and passenger, if there is one.
No. 2. The only people who could have "planted" the tarot card -- other than the mean individual who is the killer -- would be the cops because they zoomed in on the wooded area immediately -- I watched it happen in real time on TV. There was no time for some other nutcase to "plant" the card.
Use some common sense, people.

Piece of Legal Paper Found at Last Scene Had Scribbled Driving Directions from Northern Maryland to Washington Beltway...hope it is not repeat.. There was a very brief close-up shot of the torn map on TV this morning. Looked like a large scale map, maybe a map enlarged using a copy machine. Wish I had taped the show now. Who knows? Maybe it was planted there on purpose by the perps, or even by Moose to get them to react. If it's genuine, then the perps are getting careless.

I never said the card was 'planted', just that the shooting is a copycat and that all the focus on the card is a 'red herring'. I've also not heard that the recovered round was a ballistic 'match', just that it was consistant with the earlier rounds.
Wait and see, I'd wager the tarot shooter is not the same as the rest.

I'm finding that the indictment on the NY cell is sealed and having trouble (but not looking real hard) finding news on the weapons that were picked up.
