And when did congress change the accounting rules so that stock options didn't have to be expensed in any way? I think it was this act that did it. (Can't blame this one on clinton, though.) 1. Congress doesn't "change the accounting rules". The FASB sets accounting rules.
2. As far as I know, stock options have never been "expensed" nor should they be. Expensing stock options can only be a guess.
3. Until 1993, stock options were not at all as predominant as they are today. In Clinton's 1993 tax increase legislation - which got not one single Republican vote (and Algore broke the tie in the Senate) - the deductibility of corporate executive compensation was limited to $1 million. The corporations immediately looked for other means of compensation and they decided to open the flood-gates on stock options.

This is incredible. George Bush undertakes Operation Restore Hope to feed 500,000 starving Somalis. When the operation ends six months later he moves out most Marines. Clinton is elected, works with the UN on a fatuous nation-building campaign that ends in disaster and then blames Somalia on Bush. There have been many mediocre presidents and a few bad ones. But there has never been anyone like Clinton. He is the scrapings of the bottom of the barrel.

Why does he bring up Somalia? Yeah, Bush, Sr. sent in American troops to oversee the delivery of food to a famine stricken country.
But Black Hawk Down occurred in October, 1993, well into his watch. And it occurred because he changed the mission to effect the capture of Mohamed Farrah Aidid by an ill-equipped force.
This guy is absolutely amazing. It's like he's always asking, "Are you going to believe me or your lying eyes?".
