And Now, the Good News about Smallpox......data from a 1902-1903 smallpox outbreak in Liverpool, England, strongly suggests otherwise. A study analyzed the impact of the disease on 1,163 Liverpudlians, 943 who received the vaccine during infancy, and 220 who were never vaccinated. The study further separated people by age and by the severity of their disease. In the oldest age group, 50 and above, 93 percent of the vaccinated people escaped severe disease and death. In contrast, 50 percent of the unvaccinated in that age bracket died, and another 25 percent had severe disease. To put it plainly, the vaccine offered remarkable protection after 50 years.

Not insane if you have the vaccine to immunize your population. Do we know that Saddam does not have the vaccine? (Remember, we know the Iraqis have been experimenting with camelpox. If you can be immunized against smallpox with cowpox, I would imagine camelpox will also do the job.)

IF Iraq has powdered small pox then perhaps they would trigger release of that viral agent upon the institution of a mass vacination program. Clearly there would be many who would blame the vacine for the outbreak and the resultant chaos would be worse.
As to the effect of the old cacinations - they have some marginal effectiveness but are one is probably not completely immune. The more booster shots one has had for smallpox the more likely one is to be immune. Sometimes with second and third vacinations the oozing sore and the scar are almost negligable. The cowpox vacination method is 18th Century technology and George Washington agreed to be vacinated with this vacine as a means of encouraging others to get their shots. Yes, he was immune due to an earlier case of smallpox he had sufffered while traveling in the West Indies.
Most interesting is the analysis of the inertial that is so rampant throughout the establishments in DC. So many of these functionaries still do not understand the rules should have changed as of 9/11. If Al Qaeda is intentionally waiting for a follow on major attack then it is a brilliant strategy. They are presuming the natural disputatiosness of American politics will paralyze the USA in retatialtory action within a short time and given the Democrats behavior recently they may well be correct.

My good friend who passed away last year used to tell me he did not like reading articles about terrorism because, as he said, "I'd rather think about nicer stuff, like reading People Magazine". To to many Americans have their heads buried in the sands of delusion and live in fear of knowing the truth.
It is time the American people stop living in denial and face up to the harsh reality of the world we are now living in.
Smallpox can't be triggered by the vaccine, since it's cowpox. Much of any potential hysteria can be pre-empted with that information.
From his standpoint, it's not insane to threaten to bring the house down if we take him out -- as Bush has now promised to do. In principle, this is no different from the MAD policy which the nuclear powers have subscribed to for decades.

Smallpox vaccine is not based on cowpox. It uses a different virus. The article implied it would be pretty easy to make a bunch of cowpox and use that to protect against smallpox in the absence of special-purpose vaccine, but that cowpox wouldn't work as well as the special-purpose vaccine designed for use against smallpox.

I looked in the article for where you took this inference, and I'm guessing this is it...
Perhaps one in a million will die from vaccination, while more will be disabled. Newer vaccines are safer. Rapid production of less effective vaccine using raw cowpox might be possible, but distribution in undeveloped countries during a world epidemic is problematic.
I don't believe this is saying that the newer vaccines aren't cowpox-based, just that they're a safer form of it. The distinction being made is between cowpox-based vaccines and raw cowpox inoculation.
