Not insane if you have the vaccine to immunize your population. Do we know that Saddam does not have the vaccine? (Remember, we know the Iraqis have been experimenting with camelpox. If you can be immunized against smallpox with cowpox, I would imagine camelpox will also do the job.)

Saddam does not care if his people are vaccinated or not. In his mind (IMO) his people are pawns, useable goods to be manipulated as he sees fit to achieve his insane religous, fanatical goals. The man is a lunatic who is smart enough and evil enough to create a situation that kills 100's of millions of people.
