Saddam does not care if his people are vaccinated or not. In his mind (IMO) his people are pawns, useable goods to be manipulated as he sees fit to achieve his insane religous, fanatical goals. The man is a lunatic who is smart enough and evil enough to create a situation that kills 100's of millions of people.

I was not aware that Saddam's goals were religious. The man is an admirer of Stalin, after all.
