The Bush administration has approved the first federally funded project using stem cells obtained from fetuses aborted up to eight weeks after conception, expanding the scientific promise of stem cell research and complicating the ethics debate that surrounds it.

If he blocks funding in future budgets, this code would not apply.A president can't block funding for something that is mandated by law to be funded. Only the descretionary budget and future budgetary legislation is controlled by a president.

President Bush will not BREAK the 1993 rules even if you ASK him. President Bush WILL play by the rules. Even the 1993 RULES that he wants to CHANGE. Please quit ATTACKING President Bush. You want the president to veto the federal budget until congress passes legislation that overturns the 1993 law. How do you think that would play out? The D's in the senate would never overturn the 93 law.
