I discovered Freerepublic.com during the 1996 campaign season and it was a mental life saver. I knew I was not getting the true story on the regular news channels, finding this site changed every thing for my hunger for information. During the election there were a lot of postings by cryptic individuals who were claiming that the GOP was not going to bother putting resources behind Bob Dole. Keeping the Congress was there main goal and four more years of Bill Clinton should pretty much cook the democrats goose. Whether or not this was true of what happened behind the scenes it sure has worked out that way.
Bill Clinton was impeached by the house of representatives for the following:
Resolution Impeaching William Jefferson Clinton, President of the United States, for high crimes and misdemeanors.
Resolved, That William Jefferson Clinton, President of the United States, is impeached for high crimes and misdemeanors and that the following articles of impeachment be exhibited to the United States Senate:
Articles of impeachment exhibited by the House of Representatives of the United States of America in the name of itself and of the people of the United States of America, against William Jefferson Clinton, President of the United States of America, in maintenance and support of its impeachment against him for high crimes and misdemeanors.
Article I
In his conduct while President of the United States, William Jefferson Clinton, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect and defend the Constitution of the United States, and in violation of his constitutional duty to take care that the laws be faithfully executed, has willfully corrupted and manipulated the judicial process of the United States for his personal gain and exoneration, impeding the administration of justice, in that:
On August 17, 1998, William Jefferson Clinton swore to tell the truth, the whole truth and nothing but the truth before a Federal grand jury of the United States. Contrary to that oath, William Jefferson Clinton willfully provided perjurious, false and misleading testimony to the grand jury concerning one or more of the following: (1) the nature and details of his relationship with a subordinate Government employee; (2) prior perjurious, false and misleading testimony he gave in a Federal civil rights action brought against him; (3) prior false and misleading statements he allowed his attorney to make to a Federal judge in that civil rights action; and (4) his corrupt efforts to influence the testimony of witnesses and to impede the discovery of evidence in that civil rights action.
In doing this, William Jefferson Clinton has undermined the integrity of his office, has brought disrepute on the Presidency, has betrayed his trust as President and has acted in a manner subversive of the rule of law and justice, to the manifest injury of the people of the United States.
Wherefore, William Jefferson Clinton, by such conduct, warrants impeachment and trial, and removal from office and disqualification to hold and enjoy any office of honor, trust or profit under the United States.
Article III
In his conduct while President of the United States, William Jefferson Clinton, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect and defend the Constitution of the United States, and in violation of his constitutional duty to take care that the laws be faithfully executed, has prevented, obstructed and impeded the administration of justice, and has to that end engaged personally, and through his subordinates and agents, in a course of conduct or scheme designed to delay, impede, cover up and conceal the existence of evidence and testimony related to a Federal civil rights action brought against him in a duly instituted judicial proceeding.
The means used to implement this course of conduct or scheme included one or more of the following acts:
(1) On or about December 17, 1997, William Jefferson Clinton corruptly encouraged a witness in a Federal civil rights action brought against him to execute a sworn affidavit in that proceeding that he knew to be perjurious, false and misleading.
(2) On or about December 17, 1997, William Jefferson Clinton corruptly encouraged a witness in a Federal civil rights action brought against him to give perjurious, false and misleading testimony if and when called to testify personally in that proceeding.
(3) On or about December 28, 1997, William Jefferson Clinton corruptly engaged in, encouraged or supported a scheme to conceal evidence that had been subpoenaed in a Federal civil rights action brought against him.
(4) Beginning on or about December 7, 1997, and continuing through and including January 14, 1998, William Jefferson Clinton intensified and succeeded in an effort to secure job assistance to a witness in a Federal civil rights action brought against him in order to corruptly prevent the truthful testimony of that witness in that proceeding at a time when the truthful testimony of that witness would have been harmful to him.
(5) On January 17, 1998, at his deposition in a Federal civil rights action brought against him, William Jefferson Clinton corruptly allowed his attorney to make false and misleading statements to a Federal judge characterizing an affidavit, in order to prevent questioning deemed relevant by the judge. Such false and misleading statements were subsequently acknowledged by his attorney in a communication to that judge.
(6) On or about January 18 and January 20-21, 1998, William Jefferson Clinton related a false and misleading account of events relevant to a Federal civil rights action brought against him to a potential witness in that proceeding, in order to corruptly influence the testimony of that witness.
(7) On or about January 21, 23 and 26, 1998, William Jefferson Clinton made false and misleading statements to potential witnesses in a Federal grand jury proceeding in order to corruptly influence the testimony of those witnesses. The false and misleading statements made by William Jefferson Clinton were repeated by the witnesses to the grand jury, causing the grand jury to receive false and misleading information.
In all of this, William Jefferson Clinton has undermined the integrity of his office, has brought disrepute on the Presidency, has betrayed his trust as President and has acted in a manner subversive of the rule of law and justice, to the manifest injury of the people of the United States.

During all this Mr. Clinton's fellow democrats got on television and told us it was all lies, many of those who said that, were lying. Then when he admitted it, they told us it was just about sex. Do you see the word sex used in the articles of Impeachment? No of course not that was a lie.
Hillary said it was a vast right wing conspiracy, her friends told us it was a right-wing conspiracy, that was a lie.
The democrats said Republicans would starve children, poison the water and end social security payments to old folks. That was a lie!
When Clinton got caught with his fundraising hand in the Chicom fortune cookie jar, he lied.
When they were caught with FBI files of their enemies, they lied.
The democrat party is just of bunch of liars! Because if they told the truth about their true motives Americans would be horrified!
Unfortunately for the democrats 8 years of hedonism has come to an end, the frat house is now back to being the White House. People of honor and integrity are back in the positions of power and the fallout is all around us. What is also bad for the democrats is the American public is now, finally, paying attention to what is going on in Washington and the World. They know, not a single large corporation was charged for accounting irregularities while Clinton owned the DOJ. They know the dot com fiasco was fanned by the clinton administration. Any body who has a kid knows the apple does not fall far from the tree.
Clinton and his cronies lied to get elected, they lied to stay in power, the lied to get re-elected and now the democrats like it or not have this wonderful history around their neck. Their desperation is so intense that they now blame 8 years of graft, corruption and ill gotten gains on who? The new guy, who hasn't lied, who hasn't cheated, and is prosecuting the cronies. That's what liars do, they lie! The worse it gets the more they shall lie because the truth won't get them any where at this point.
Honor matters, honesty matters, integrity matters, abuse of power matters, subordination of perjury matters, illegal fundraising matters, proper accounting matters, justice and the rule of law matters! Even though the democrats don't think so!
Number one rule of politics; If your opponent is self destructing let them. November elections should be fascinating and a lot of fun depending on which side you sit.
Yes, those things do indeed matter. And Republicans in Congress continually abdicate our ability to claim the high ground, by just such antics as today's vote to put the Federal Government into the business of furnishing drugs to elderly Americans. There is nothing in the Constitution which authorizes such behavior, and it is a far more serious breach of duty than was Clinton's, in covering up a scandal. (Of course, in my opinion, Clinton's major, monumental sins were ignored by the Republicans because they lacked the courage to pursue them: For example, his grotesque misuse of America's armed forces to promote his own despicable Socialist egalitarian mindset. In trashing the chivalric heritage in our military, Clinton dealt our capacity to survive in any recognizable form a terrible blow. In his misuse of our military overseas, he undermined not only our sovereignty but our credibility in future dealings. It is these sorts of things, not the cover up of a personal scandal, that we should have focused on.

...but fortunately for the country we will all have President Bush.
Democrats still get the streets repaired and the garbage picked up better than the Republicans, but when we have to rely on Senator Biden for advice on Foreign Affairs and ethics, we are fortunate that the Republicans have Strom and Jesse and we can all rest easy that the professionals in the DOS and the DOD will continue to do their jobs with pride, honor and integrity.
That said, to all the naysayers who have a litmus test made of single issues, let me assure you that President George Bush, The Younger, is just as conservative as President Reagan was...he just can't smooze as well with the knuckledraggers.
No comparison to the vote today and Clinton scandals. As far as "nothing in the Constitution which authorizes such behavior" I would be one that believes the Constitution does provide for such behaviour. The clause for "promoting the general welfare" does tie into Article 1 Section 8 in the U.S. Constitution laying and collecting of taxes as revenue and what the revenue will be used for.
We the people of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defense, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.
Article 1,Section 8. The Congress shall have power to lay and collect taxes, duties, imposts and excises, to pay the debts and provide for the common defense and general welfare of the United States; but all duties, imposts and excises shall be uniform throughout the United States;...
I don't believe that the government should be a nanny state but reality says there are those who for whatever reason cannot care for themselves and should have some recourse.
You would be very hard put to justify Medicare picking up the drug bills of elderly Americans as "promoting the general welfare," even if that clause was to be as loosely interpreted as you suggest. Burdening our posterity with today's excessive prescription drug bills is hardly consistent with the Preamble that you quote. Indeed, Medicare itself is a disaster rushing to happen, and very far indeed from the intention of those wise men, who sought to secure the blessings of liberty to their posterity. Even aside from the Constitutional question, there is no possible way that this can work in the long run, given the trends in medicine, public avarice and demographics. Congress is engaged in colossal demagoguery over this.

If we (the electorate) are sending to Congress individuals who are fiscally responsible and realize the necessity of finding ways for the citizens to provide for themselves, then we can regain the vision of the Founders. The need for legislative help for prescription drugs is only a symptom of a larger problem from previous legislation on insurance policies and food and drug policies that have grown way beyond any recognizable standard of good common sense.
I see each Congress piling on to previous problems and never stopping to reorganize or reprioritize how our tax monies are spent. To the elected officials it appears to be easier to tax more and spend indiscriminantly on any and everything possible that will quiet those who are in need. I also believe that there is legitimate cause for budgetary expenditures for those who are not able to care for themselves. It's unfortunate that where the church once cared for particular personal needs of the citizen our tax monies have now been designated as a part of supplying personal needs.
Now we can both say there is no way that our Government can create law to provide for prescription drugs, but if we are demanding this, what solution must happen to make sure this need is met at the local level? And how do we select principled men and woman that will have the capability to turn the direction to personal responsibility not only in personal lives but in business?
It's men like Arlan Spectre that is making statements regarding British Law, as in the example of the impeachment of Clinton that I find disturbing. How many really know the Declaration of Independance and our U.S. Constitution to actually insure that it will continue as seen by the Founders?
With all my opinions I must say I'm not a political scholar so consider the source of my understanding on prescription drugs.
