Another government employee starting a fire. Lokks like the beginning of a movement.
Like I said for the Forest Service lady in Colorado...maybe these folks
are going to start a movement and take up that old 1960s movement "Burn, Baby, Burn"!
What else could we expect from a bunch of folks that go for the 1960s-style governmental
entitlement country?

Reminds me of a story I heard (on NPR, believe it or not) about a guy who worked summers
during college with the roads department in a state in the upper Midwest.
He noticed that one of the old, career workers performed a ritual each time his
team had patched another hole in the pavement of another county road.
The senior worker would walk a couple hundred feet from the back of the truck and
toss a cup of liquid on the roadway, then stroll back to the truck and the team would
drive to their next patching job.
Only later did the "college kid" realize that the supervisor was tossing a cup of
diesel/gasoline that would accelerate the erosion of the pavement and...after
the cycle of a few summers and winters, their skills would be required to patch a new
hole in the road.

Hey, I want one of those cushy bird survey jobs. I'll sit on my patio with a mai-tai in hand and count all the egrets that gather there. I'll probably qualify for a nice pension, too. I come cheap. All I need for equipment is a hose and a brush.
See, you're already forgeting the little umbrellas for the mai-tai's, and the gov't credit card to charge the rum. I don't think you have what it takes for government work.

What makes the MEXICAN SPOTTED OWL different from a regular Owl ? I think they immigrated illegally and are displacing american spotted owls from their jobs.

I heard it mentioned on the Fox Report last night that the motive might be more jobs, since the Apaches are routinely hired as forest firefighters. Pretty despicable if true.There was an incident in central Maine a couple of years ago where a volunteer firefighter admitted to committing arson so that she could get paid her $10/hr for putting out the fire.

OK this is a for real answer (not as funny as the other ones...but at least it answers your question).
Subspecies: There are 3 recognised subspecies of this owl: Strix occidentailis caurina is known as the "Northern" Spotted Owl and occurs from extreme southwestern mainland British Columbia along in the coastal mountains ranges to central California.
Strix occidentailis lucida is the "Mexican" Spotted Owl, occurring from southeastern Utah, south-central and southwestern Colorado, south through eastern Arizona, New Mexico, and extreme northwestern Texas.
Strix occidentailis occidentailis is known as the "California" Spotted Owl. They occur in the coastal mountain ranges and western slopes of the Sierra Nevada Mountains in California.

If true, then the people involved must be brain damaged since lumber is the biggest economic resource for the Apaches. The current fires have destroyed millions of dollars in lumber and will take decades to replace. But then that's why the Apaches asked the Feds to investigate the arsons.
