The origins of the FBI's terror-related interest in Mr. Elgindy are unclear. THE CIA has asked the City regulators in London to investigate
suspicious sales of millions of shares before last Tuesday’s attacks
in America in the belief that the paper trail will lead to the terrorists.
American authorities are investigating unusually large numbers of
shares in airlines, insurance companies and arms manufacturers that
were sold off in the days and weeks before the attacks.
They believe that the sales were by people who knew about the
impending disaster.
The investigators are looking at so-called “short selling” transactions
in several financial centres across the world involving shares that
dropped dramatically after the attack.
Short selling involves borrowing shares, selling them to a third party,
then buying them back when the price falls. Large profits can be
made if a share price falls significantly after it has been sold to the
third party.
The Financial Services Authority (FSA), the stock market
watchdog, was drawn into the investigation because it has a
transaction monitoring department that checks suspicious share
movements.
The FSA would not comment on its instructions from the CIA, but
said that its team of specialists would do all they could to help the
investigation. A spokesman said: “The financial authorities have
great expertise in this field and could have a big part to play. It is
something that is incumbent upon us all to look at to the best of our
ability.”
Market regulators in Germany, Japan and the US received
information of short selling of insurance company shares, airline
stocks and shares in arms companies — all of which have fallen
since the attack. Italian, French and Swiss regulators have also
joined the investigation.
Munich Re, Swiss Re and Axa, all insurance companies, are also
helping the authorities with the inquiries as large numbers of their
shares were short-sold before the attack.
A spokesman for Axa, a French company, said: “We have informed
the market regulators in Paris that there are concerns about short
selling.”
Richard Crossley, an analyst at Teather & Greenwood, a City
broker, said that he had tracked suspicious short selling and share
dumping in a swath of stocks badly affected by the terrorist attacks.
He said that on the Friday before the attacks, more than 10 million
shares in Merrill Lynch, the US investment bank, were sold
compared with 4 million on a normal day. He added that
exceptionally high volumes of retail and leisure stocks had also
caught his attention.
“Before the attacks there was no pattern to this phenomenon,” he
said. “The shares that were sold were doing very well and someone
was selling them in very large quantities with no real reason.”
Mr Crossley believes that someone with inside knowledge of the
attacks could have been making money on its expected outcome for
up to three weeks before the terrorists struck.
“What is more awful than he should aim a stiletto blow at the heart
of Western financial markets? But to profit from it. Words fail me,”

A former FBI agent and an Internet penny stock adviser were convicted Monday of mining government computers for confidential information they used to manipulate the stock market.
Former agent Jeffrey Royer was convicted of racketeering, securities fraud, obstruction of justice and witness tampering for leaking details of FBI investigations and executives' criminal histories to San Diego stock picker Anthony Elgindy.
Elgindy was convicted of racketeering, securities fraud and extortion for his role in the scheme. He dropped his face into his hands and sobbed uncontrollably as the jury foreman read the verdict; U.S. marshals led him weeping from the courtroom.
Prosecutors said Elgindy bet against penny stocks and drove down their prices by publicizing damaging information he received from Royer. Elgindy also extorted companies by offering to withhold the information in exchange for cash, prosecutors said.
Royer even tipped off the Egyptian-born financial analyst to an FBI probe into whether he profited from advance knowledge of the Sept. 11, 2001, terrorist attacks by selling off stocks that plunged after the attacks, prosecutors said. Elgindy was not charged in that investigation.
Defense attorneys contended that Royer fed FBI data to Elgindy and another trader as part of a freelance effort to sniff out corporate fraud. They argued that Royer believed Elgindy needed the information as a starting point for finding out more about companies that he and Royer could investigate together.
Elgindy's defense similarly argued that the trader released the government information on his subscription Web site because he was crusading against corporate malfeasance.
Royer was an agent in the Gallup, N.M., office investigating mostly crimes on Indian tribal land. He planned to leave the FBI and work as a private investigator for Elgindy and other traders, prosecutors said. Royer also thought the trader and his associates would help him pay off tens of thousands of dollars in personal debt, they said.
The charges carry a potential sentence of 10 to 20 years in prison.

DECEMBER 4, 1998 : (SUSAN LINDHAUER FILES A FORMAL DEPOSITION DETAILING HER ALLEGED CONVERSATION WITH CIA OPERATIVE DR. RICHARD FUISZ IN THE LOCKERBIE / PAN AM 103 CASE) On Dec. 4, 1998, Lindauer, who has worked for four Democratic lawmakers, filed a formal deposition that detailed her conversation with Dr. Richard Fuisz, described by media as a multi-millionaire businessman and pharmaceutical researcher who was the CIA's main operative active in Damascus, Syria, in the 1980s. Fuisz had business interests in Damascus.
The operative allegedly told Lindauer, then a congressional staffer, that he had personal knowledge that the perpetrators of the December 1988 bombing of Pan Am Flight 103 over Lockerbie, Scotland, were based in Syria and that no Libyans were involved in any part of the attack.
The Clinton administration soon placed a gag order on Fuisz to prevent him from publicly discussing the issue.
Lindauer's deposition was submitted to the court in which two Libyan suspects were on trial and to U.N. officials, who attempted to persuade the Clinton administration to lift the gag order on Fuisz.
In the deposition, Lindauer told the court she had "never accepted any financial compensation from any of the individuals or governments involved in this case." Her reason for coming forward, she said, was a "sense of obligation to the cause of international peace and security."
,b>Lindauer said she had been invited to meet Fuisz by a mutual acquaintance because of her position as press secretary to former Rep. Ron Wyden, D-Ore., and because of her "known longstanding interest in the Middle East." Said Lindauer, "Wyden is now a United States senator, and I have continued my career in TV journalism and public affairs."
In the deposition, Lindauer stated, "At one point, I said to [Fuisz ], 'Oh yeah, everybody knows Syria did it, and the U.S. repaid them for supporting us during the Iraqi war by shifting the blame to Libya.'"
She describres Fuisz's response, including this statement: "Susan, if the (United States) government would let me, I could identify the men behind this attack today. I could do it right now. You want a police lineup? I could go into any crowded restaurant of 200 people and pick out these men."
Lindauer responded, "For God's sakes tell me, and I'll get my boss to protect you."
Fuisz then allegedly became angry: "No, no. It's so crazy. I'm not even allowed to tell you, and you're a congressional staffer."
Lindauer continued, "Then he repeated his story about the Terex lawsuit against both him and New York Times reporter Seymour Hirsch (the famous Pulitzer Prize winner), whose only crime was reporting Dr. Fuisz's testimony at the congressional hearing."
Lindauer's deposition ended with, "For shame on all of you!"
She published her email address, slndau@aol.com, along with the deposition so "journalists, researchers and others interested in learning more about the issue" could contact her.
