For what it's worth, "without delay" was a victory of sorts, language substituted for the originally proposed "immediately". The former language might be interpreted as "without unreasonable delay" or "as quickly as is practicable", and that could mean at least several days. Israel wants to get things as quiet as it can get them by the time Powell arrives. I have gained respect for Bush. I interpret him as calling the Arabs bluff by giving Arafat one more (thousandth) last chance. If Arafat responds as he has before, then Bush can back Israel anyway. If Arafat turns out to be clever enough to go against his past record, then who knows? I doubt that he will.

UN Council backs Powell mission to Middle East

    UNITED NATIONS, April 4 (Reuters) - The U.N. Security 
Council endorsed on Thursday President George W. Bush's 
initiative to send Secretary of State Colin Powell to the 
Middle East and also demanded Israel withdraw from Palestinian 
cities "without delay." 
    The vote was 15-0, with the United States for the third 
time in a month voting for a Middle East resolution after 
blocking such measures for more than a year. 
    Even Syria, which had split from Arab nations by abstaining 
or walking out of the council during the two previous votes, 
approved Thursday's resolution, which the United States had 
revised from a draft from Syrian Ambassador Mikhail Wehbe. 
    The resolution demands implementation "without delay" of 
the council's resolution 1402, adopted last Saturday. It called 
for a "meaningful cease-fire" and Israeli troop withdrawal from 
Palestinian cities, including Ramallah where Palestinian 
President Yasser Arafat is surrounded by Israeli tanks and 
troops. 
    At the suggestion of U.S. Ambassador John Negroponte, it 
welcomes the mission of Powell to the region next week as well 
as efforts of envoys from Russia, the European Union and the 
United Nations "to bring about a comprehensive, just and 
lasting peace in the Middle East."

UNITED NATIONS (AP) - The U.N. Security Council on Thursday unanimously endorsed the Mideast mission of Secretary of State Colin Powell (news - web sites) and demanded an Israeli withdrawal from Palestinian cities "without delay."

Diplomats said the council resolution would add weight to President Bush (news - web sites)'s effort to end the Mideast crisis. Secretary-General Kofi Annan (news - web sites) urged the international community to persuade Israel and the Palestinians to draw back from violence which is threatening the region.

Bush announced Thursday he was sending Powell to the Mideast next week. He urged Israel to halt its military incursions and start pulling its troops and tanks out of West Bank cities it entered in the past week in a search for Palestinian extremists.

The intesified U.S. mediation effort was announced while Security Council members were discussing an Arab-backed resolution demanding an immediate Israeli withdrawal from Palestinian cities, including Ramallah where Palestinian leader Yasser Arafat (news - web sites) is surrounded by Israeli tanks.

Frustrated over Israel's disregard of a council demand on Saturday to pull back its forces, Palestinian supporters demanded a new resolution including the word immediate — which wasn't in Saturday's call for Israel's military withdrawal.

The United States objected to the word "immediate" because it has been pressing for a cease-fire to come ahead of an Israeli troop withdrawal, a position supported by Israel.

After Bush announced his new initiative, U.S. Ambassador John Negroponte proposed new language for the Arab-backed draft resolution demanding that Israel pull out its tanks and troops "without delay" and welcoming Powell's Mideast mission. Arab and non-aligned nations agreed to those words.

The resolution calls on "both parties to move immediately to a meaningful cease-fire; calls for the withdrawal of Israeli troops from Palestinian cities, including Ramallah; and calls upon the parties to cooperate fully with (U.S.) Special Envoy (Anthony) Zinni" to work to get a cease-fire and start negotiations for a political settlement.

It also expressed "grave concern" over the recent Palestinian suicide bombings in Israel and the attack on Arafat's headquarters in Ramallah.

The resolution adopted Thursday night demands the implementation of Saturday's resolution "without delay."

The terrorists must be stopped, but do you think that Israel can be left to continue without restraint? Do you think Israel is without partial blame? If so, then you need to consult the UN map of the Palestiaian terrirories to see how extensive the Israeli occupation has been.

The terrorists must be stopped and Israel has the right to defend itself, but once the violence is contained, the ball will be in Israel's count to negotiate and then pull out of the occupied territories.

If the terrorism doesn't stop, then to hell with the Palis.

Obviously negotiations and comprises must be made for issues such as security, but in my opinion I have to say is "WHAT THE HELL IS ISREALI PUTTING ALL OF THESE SETTLEMENTS RIGHT IN THE MIDDLE OF PALESTINE TERRITORY"? Are they asking for it or what?
