For what it's worth, "without delay" was a victory of sorts, language substituted for the originally proposed "immediately". The former language might be interpreted as "without unreasonable delay" or "as quickly as is practicable", and that could mean at least several days. Israel wants to get things as quiet as it can get them by the time Powell arrives. I have gained respect for Bush. I interpret him as calling the Arabs bluff by giving Arafat one more (thousandth) last chance. If Arafat responds as he has before, then Bush can back Israel anyway. If Arafat turns out to be clever enough to go against his past record, then who knows? I doubt that he will.

UN Council backs Powell mission to Middle East |

UNITED NATIONS, April 4 (Reuters) - The U.N. Security
Council endorsed on Thursday President George W. Bush's
initiative to send Secretary of State Colin Powell to the
Middle East and also demanded Israel withdraw from Palestinian
cities "without delay."
The vote was 15-0, with the United States for the third
time in a month voting for a Middle East resolution after
blocking such measures for more than a year.
Even Syria, which had split from Arab nations by abstaining
or walking out of the council during the two previous votes,
approved Thursday's resolution, which the United States had
revised from a draft from Syrian Ambassador Mikhail Wehbe.
The resolution demands implementation "without delay" of
the council's resolution 1402, adopted last Saturday. It called
for a "meaningful cease-fire" and Israeli troop withdrawal from
Palestinian cities, including Ramallah where Palestinian
President Yasser Arafat is surrounded by Israeli tanks and
troops.
At the suggestion of U.S. Ambassador John Negroponte, it
welcomes the mission of Powell to the region next week as well
as efforts of envoys from Russia, the European Union and the
United Nations "to bring about a comprehensive, just and
lasting peace in the Middle East."

I have to agree that a vote from us is a major insult. The UN should be demanding that Aarafat be taken to the gallows pole.

How do you interpret "without delay". Sharon will interpret it as "when I get damn good and ready". That is a minor slap.
I sugest that you re-read GWB's speech today VERY CAREFULLY. He clearly drew a line in the sand for Arafat today. He accused him of incompetance and of failing his people and made it perfectly clear that this is last chance.
GWB in no way sold out Israel today. Stop your whinning.

Oh the U.N.? The same guys who kicked out the U.S. from their Human Rights Commission and let the terrorist dictator from Libya Qaddafi on, as well as his Terrorist-supporting slaver pals from Sudan? YOU are the clueless one. It's an honor to be denounced by the United Nazis. Funny that the UN thinks it's racist for Jews to want their own nation, but for Arabs to want an all muslim all arab middle-east it's NOT racist somehow...F*** the UN! They screwed it all up the first time around anyways...

All I have to ask is, "What the hell?" Check Drudge - the London press is blasting him for being a hypocrite. They're normally off base...they've got this one right on. There is no way to talk out of this situation. Has there been a suicide bombing since Monday? NO. Why? The Israelis are disrupting the terror network. Let them keep doing it!!!!!

UN - including US - votes for Israel to back off
GERALD NADLER
Associated Press Writer
UNITED NATIONS - The United States joined other U.N. Security Council members Saturday in adopting a resolution that calls on Israel to withdraw its troops from Palestinian cities, including Ramallah, where Yasser Arafat's headquarters is under siege.
The 14-0 vote, at 4:30 a.m. EST, capped a marathon emergency session called at the request of the Palestinians. It came a day after Israel declared the Palestinian leader an enemy and, vowing to isolate him, launched an extensive military campaign in response to a series of attacks on Israeli civilians.
It was the second time in a month that the United States, Israel's closest ally, approved a Mideast resolution, after years of abstaining and vetoing Council measures critical of Israel. On March 13, the United States voted with the council to approve a resolution calling for a Palestinian state.

Why doesn't the UN do something useful for a change, like vote that China withdraw from Tibet immediately?

US out of the UN. UN out of the US. The UN has added no value for the USA, in general it is an ongoing "compromise" that only tends to slow but not stop the enemies of America. Participation in the UN is "bulk" appeasement of an order no less than that done by the UK 1919 - 1939. We WILL pay for all of our horrible geopolitical mistakes and unfounded ongoing appeasing attitude seen since 1945. It's nauseating.
