Lawrence Reed, 50, was charged in a criminal complaint with committing a terrorist attack or other violence on a mass transportation system — a federal offense rather than a state offense.
Andrew Boutros, U.S. Attorney for the Northern District of Illinois, said the 26-year-old victim was minding her own business and reading her phone on an O'Hare-bound Blue Line train around 9 p.m. Monday when Reed came up and set her on fire with no provocation whatsoever.
"The surveillance video is difficult to watch, and very disturbing, as a young woman was set ablaze, and tried to put herself out, while other passengers got out of the way or watched," Boutros said.
Chicago police investigators obtained surveillance footage from Chicago Transit Authority Blue Line train car No. 3236, which showed the victim sitting on a seat in the middle of the train car, according to a federal court affidavit. Reed was sitting in the back of the same train car.
The surveillance footage showed Reed standing up with a bottle in hand, walking up to the victim — who was seated with her back toward him — and pouring a liquid from the bottle all over her body. Reed then tried to ignite the liquid, the affidavit said.
At first, the victim fought off Reed and ran to the front of the train, the affidavit said. But Reed chased her and dropped the bottle on the floor, the affidavit said.

Reed has a long criminal record. CBS News Chicago found 49 arrests — including 10 felony cases. Three cases were later dropped, six ended up with convictions ranging from probation to 30 days in the Cook County Jail — and in the case of one drug conviction from 2003, two years in Illinois state prison.

No more Omnibs, Omni-mini, or other reckless spending bills. Only regular order budget appropriations for each agency must be put thru regular order floor debate by the Secretary of each agency (11 of them).
If agencies do not submit detailed budget request each year with 10% reductions of current spending levels, the agency will not be funded at all and will be disbanded-closed down. All savings from this will be applied directly to the deficit.
Government is fat, dumb, reckless, corrupt, and undisciplined, far worse than welfare mommas on SNAP EBT Cards. If we need to reign in social spending in programs full of fraud, waste, and abuse, then the government does so first by example.

I think the perp should be soaked in flammable liquids, head to toe, and set on fire, and let’s see how he likes it.
That would only make it equal, and done against the guilty and not an innocent.
Because he was guilty, he should then be sent back through the punishment. If he survives both, then let him go.
Absolutely no medical help for the perp, just like the poor innocent victim.
Have paid tickets to the events and give the money to the survivors.
He deserves death by burning.
And fire every last federal judge immediately. Their primary function seems to be political guard of the Beltway bureaucrats. No more. That is all they do! US Code can be churned thru algorithms quite nicely to find lawbreakers and initiate legal matters in prosecutions of criminals at the federal level. Hire out those cases to private law firms for disposition. (AI Databases become the law clerks)

He needs to be dispatched immediately. His mother needs to be called to bring water and soap to clean up the mess and take care of the body.
He and the judge that turned him loose deserve to be hanged.
