Counter Attack – New Intelligence Authorization Act Seeks to Curb Power of DNI

The response from Chairman Tom Cotton and the Senate Select Committee on Intelligence to the action of DNI Tulsi Gabbard was predictable.

The SSCI has now framed the Intelligence Authorization Act for Fiscal Year 2026 [LINK] to modify the “responsibilities and authorities of the Director of National Intelligence.” [Section 402]

We knew this was coming. The Intelligence Community does not like rogue actors amid their ranks, especially if those people have cross-silo access. The silo system is designed to protect the Deep State. Any entity who can cross reference the inserted information becomes a risk to the enterprise.

Senator Cotton cannot directly oppose Tulsi Gabbard without exposing himself. Thus someone, not the SSCI, writes the legislative changes to the Intelligence Community rules and procedures and Tom Cotton simply advances them. That’s the way DC operates.

Additionally, Chairman Cotton does not want the DNI to investigate or generate its own intelligence. Cotton demands the ODNI just accept and regurgitate the intelligence Tulsi Gabbard would be given by the other agencies; no independent review of analysis permitted. All of these actions push the Intelligence Community power center back into the CIA and away from the prying eyes of the DNI. That’s the SSCI motive.

WASHINGTON DC – A top Republican senator is proposing a sweeping overhaul of the Office of the Director of National Intelligence, slashing the workforce of an organization that has expanded since it was created in the wake of the Sept. 11 attacks.

Under a bill by Sen. Tom Cotton of Arkansas, the chair of the Intelligence Committee, the ODNI’s staff of about 1,600 would be capped at 650, according to a senior Senate aide familiar with the proposed legislation.

ODNI’s workforce was about 2,000 in January, but National Intelligence Director Tulsi Gabbard has already overseen a reduction of about 20% as part of the Trump administration’s drive to shrink the federal workforce. The reduction in the staff Gabbard oversees could weaken her role in the intelligence bureaucracy.

[…] The attacks of Sept. 11, 2001, exposed a failure to share information across spy agencies with catastrophic results. As a result, Congress established the ODNI to oversee all of the country’s 18 intelligence services, including the CIA, and manage bureaucratic turf wars from a complex outside Washington, D.C.

What started as a relatively small office under the national intelligence director in 2005 has expanded over the last 20 years to include in-house analysis teams and centers focused on counterterrorism and counterintelligence. Cotton has described the ODNI as a bloated bureaucracy that should return to its original mission of coordinating the work of other spy agencies instead of producing its own reports and duplicating other agencies’ efforts.

“Congress in no way wanted yet another unruly bureaucracy layered on top of an already bureaucratic intelligence community,” Cotton said at Gabbard’s confirmation hearing in late January. “Unfortunately, 20 years later, that’s exactly what the ODNI has become.”

Gabbard herself expressed support for downsizing the ODNI’s workforce at the hearing, saying she would work with Cotton and other lawmakers to eliminate “redundancies and bloating.” (read more)

In the lead up to the election I outlined what the DNI could do with untapped power already given to the office. DNI Tulsi Gabbard has been following a path close to that outline. Now, we see Washington DC responding to that affirmed power structure and actively working to neuter the DNI. A very predictable outcome.

The only intelligence silo more corrupt than the CIA is the Senate Select Committee on Intelligence that oversees it.

Whatever happens, the democRATS and DemoKKKrats could care less. Any “limits” put on conservatives in power will be celebrated.

Since laws, rules, and regulations are for “others” the democRATS will just ignore them when they feel like it.

Without a conscience or a soul, anything is possible.

If he had proposed this last July, perhaps we might think differently. However, this being proposed on 7/15/2025 is very telling. Most news items about this and Tulsi Gabbard only appear to be a few days old, but...Cotton likely had information in advance she was up to something.

He stinks to me.

Judging by the name, the Central Intelligence Agency should be correlating and rating the intelligence gathered.

Of course, with intelligence, the fact set is often limited so inferences often have to be made.

Chairman Cotton to Introduce Bill to Reform, Improve, and Streamline ODNI

Washington, D.C. — Senator Tom Cotton (R-Arkansas), Chairman of the Senate Select Committee on Intelligence, today will introduce the Intelligence Community Efficiency and Effectiveness Act, legislation that would realign resources to intelligence missions, eliminate duplicative efforts and inefficient, non-functioning bureaucracies across the intelligence community (IC) and return the Office of the Director of National Intelligence (ODNI) to its original size, scope, and mission.

Senators Jim Risch (R-Idaho), Mike Rounds (R-South Dakota), Ted Budd (R-North Carolina), and James Lankford (R-Oklahoma) are cosponsoring the legislation.

“Created after the September 11th attacks, ODNI was intended to be a lean organization to align America’s intelligence resources and authorities, not the overstaffed and bureaucratic behemoth that it is today, where coordinators coordinate with other coordinators. These reforms will be vital to keeping our country safe from the wide range of threats that we continue to face,” said Senator Cotton.

The Intelligence Community Efficiency and Effectiveness Act would:

Cap ODNI full-time staff at 650.

Eliminate certain reporting requirements and the transfer of personnel authorities.

Modify the National Intelligence Council’s duties and terminate the National Intelligence Managers’ positions.

Terminate the National Counterintelligence and Security Center (NCSC) at ODNI and transfer its responsibilities to the FBI.

Redesignate the National Counterterrorism Center as the National Counterterrorism and Counternarcotics Center, and limit its mission to foreign intelligence authorities.

Terminate the National Counterproliferation and Biosecurity Center (NCBC) at ODNI, transfer NCBC’s responsibilities to the CIA, and redesignate it as the National Counterproliferation Center.

Repeal various positions (including the Director of the NCSC, the Director of the NCBC, and the Intelligence Community Chief Data Officer), and seven units, centers, councils, offices, and programs (including obsolete bureaucratic entities that have failed to function, such as the Joint Intelligence Community Council).

Prohibit National Intelligence Program funds from being used to outsource IC analytic efforts to organizations that take funds from foreign governments.

Require the DNI to wind down and terminate the National Intelligence University within 180 days.

Prohibit use of National Intelligence Program funds to implement any diversity, equity, or inclusion practice in the intelligence community.

ODNI has further codified these standards in Intelligence Community Directive (ICD) 203, Analytic Standards. The IC Analytic Standards were established in 2007, and revised, revalidated, and approved by the DNI in January 2015.

The Directive articulates five Analytic Standards, which demand that analysis be: objective, independent of political consideration, timely, based on all available sources, and “implement and exhibit” nine Analytic Tradecraft Standards:

Properly describe the quality and credibility of underlying sources, data and methodologies

Properly express and explain uncertainties associated with major analytic judgments

Properly distinguish between underlying intelligence information and analysts’ assumptions and judgements

Incorporate analysis of alternatives

Demonstrate customer relevance and address implications

Use clear and logical argumentation

Explain change to or consistency of analytic judgements and bring significant differences in analytical judgement, such as between two IC analytic elements, to the attention of consumers

Make accurate judgments and assessments

Incorporate effective visual information where appropriate

The Master of Science of Strategic Intelligence (MSSI) program focuses on the topics required to understand threats, evolving risks, and the geopolitical landscape in order to support the National Security Strategy and component strategies.

The Master of Science and Technology Intelligence (MSTI) curriculum begins with a sophisticated understanding of the technological and engineering base. Only in that context can the intelligence question be framed and taught.

The Certificate in Intelligence Studies (CIS) program allows non-degree seeking students the opportunity for in-depth, graduate-level study of intelligence topics.

That’s what Harry Truman intended. He said the President got intelligence from everywhere, the Navy, the Army, the Agriculture Department, the State Department, the Treasury, you name it.
He said we needed a clearing house to ensure important things didn’t get lost in the shuffle and he received an organized and collated product. Now it has turned into a nest of intrigue, assassins, and domestic spying.
