To me fully informed implies he did let them know. They could then answer “yes” if asked if they had gotten the shot.
It would certainly be unethical if he lied on paperwork associated with the vaccine. But not worth any prison time.

I don’t think it warrants 20 years in prison time. That’s overkill. He will get his license yanked. That’s punishment enough.
The doctor committed fraud. He can opine all he wants about a vaccine, but he can’t pretend to administer one and create a false medical record.
Good for MTG, hoping for a full pardon but slap on the wrist at most and restored to practice medicine in Utah.

Yes, technically speaking, it is fraud. The man can’t deny that he introduced counterfeit documents into the system.
But the system under Brandon had become anti-human. An evil, Mengele-like experiment was underway on a global scale, crushing Human dignity by eliminating informed consent—essentially legalizing a vaguely medical form of assault and battery, not infrequently leading to homicide, arguably murder.
For this doctor, the overriding imperatives were the human dignity, self-determination, and informed consent.
Trump should think carefully about this, and mercifully pardon him.
That said, his actions were totally justified under the circumstances and this was a military situation.
He was being coerced into executing an unlawful order from his superiors to administer a proven dangerous and unnecessary medication administered to military personal against their will with no regard to informed consent.
The evidence that we have regarding the extreme risks of myocarditis and other serious side effects caused by the vaccines administered to healthy young men and women completely exonerates this guy.
The UCMJ recognized that under the appropriate circumstances, a solder given and unlawful order has the “Duty to Disobey” that illegal order and in retrospect it is clear that the orders to force the vax on military personnel could be construed as an illegal order.
A very strong argument can be made that this doc had a duty to disobey the unlawful order
The people who should be prosecuted are the superior officers who issued the unlawful orders.
Military justice is very different from civilian justice and I seriously doubt that a legit jury of his peers would fail to exonerate him after the evidence we have of the damage that the vax caused to to the cohort of military age men and women
